Rajasthan Budget 2023: Chief Minister Ashok Gehlot presented his tenth budget on Friday. Keeping in mind the upcoming assembly elections, they came up with a flood of free schemes. Although the highest hopes were announced for the new districts, Gehlot has made it clear that he will consider the report of the 'Ramlubhaya' committee. This budget has been presented keeping a target of 2028.
Longest speech of three hours and twenty minutesAshok Gehlot gave the budget speech for three hours and twenty minutes. This is the longest budget speech ever. The biggest announcements of the budget-- Free electricity up to 2 thousand units every month to 11 lakh farmers. Till now there was a discount of 1000 rupees every month, which has now been increased to 2000 units. No bill will come till 2000 units are spent every month.
- Women will now have to pay half the fare in roadways. Announcement to increase the discount in roadways fare from 30 percent to 50 percent.
- PHED will supply water to the highrise building. Means the water supply department will provide tap connection to the flats.
- Employees of all boards, corporations, universities will now also get the benefit of old pension scheme. About one lakh employees will benefit from this.
- Now the previous experience of contract employees will be counted, old experience will be benefited in contract service rules, two lakh contract employees will be benefited.
- CM did not announce new districts in the budget. He said- On receiving the report of the committee, it will be considered on its basis.
- Announcement of government job to the children orphaned in Corona.
- Devotees will get 50% concession in roadways buses going to Lakhi fairs of Kaila Devi, Ramdevra, Ajmer Dargah, Pushkar, Khatushyam, Gogamedi, Beneshwar Dham, Pandupol Alwar, Budha Johar Ganganagar, Bikaner Mukam Dham.
- Interest subsidy of 5 percent on housing loans taken by farmers for construction of houses on their farms.
- Announcement of giving tablets to District Head, Pradhan, Sarpanch, SDM, Tehsildar, VDO and Patwari.
- Announcement of compensation for cows that died due to Lumpi, Rs 40,000 compensation will be given.
Tax- Announcement of not imposing any new tax. Registry prices of property will increase by 5 per cent every year instead of 10 per cent.
- – Interest rebate in excise amnesty scheme, 50 percent rebate in principal amount.
Youth Employment- Rs 500 crore youth welfare fund will be constituted.
- Recruitment will be done on time. To prevent paper leaks, a special task force equipped with modern resources will be constituted under SOG, which will take steps to stop paper leaks.
- Online examination centers will be opened in every district, it will cost 250 crores.
- All recruitment exams will now be free, no fee will be charged for recruitment exams.
- Vivekananda youth hostels will be built at the district headquarters at a cost of 75 crores, the youth going for the examinations will be able to stay in them.
- Mukhyamantri Yuva Udyam Yojana will start, margin money up to 5 lakh will be given to set up own industry.
- New Planetarium will be built in Jodhpur, Kota.
- 100 food officers will be recruited.
- Vishwakarma MSME tower will be built in industrial areas.
women and children- 8% subsidy on loans up to Rs 1 lakh to women.
- 8000 Anganwadi and 2000 mini Anganwadi centers will be opened.
- On the lines of school children from 1 to 8, the children of Anganwadi centers will also get two sets of uniform.
- Gehlot government will give 5 lakh rupees for marrying a disabled girl.
- School children will get milk every day in the mid-day meal.
Farmer- Farmers Welfare Fund increased from 5000 crores to 7500 crores.
- Rajasthan Youth Farmer Skill Mission will start.
- In the next two years, ponds will be built on the fields of 50 thousand farmers, a budget of 200 crores.
- Grant increased to farmers on plastic lines, sprinklers, diggi.
- Drip irrigation in 1000 hectare area.
- Free seed kits will be given to 23 lakh farmers.
- Mini kits of hybrid millet will be distributed to eight lakh small farmers.
- Bajra will be included in Indira Rasoi.
- Vegetable seeds will be made available to 20 lakh farmers.
- Anjeer Excellence Center will be set up in Sirohi, Guava Excellence Center will open in Sawai Madhopur.
- 1 lakh farmers will be benefited for the fencing of fields at a cost of 200 crores. 70 percent subsidy to farmers on field fencing.
- - Farmer youth will be given a subsidy of Rs 4-4 lakh to buy 1000 drones, these drones will be used for spraying pesticides, nano urea in the fields.
- Farmers will now be able to do Girdawari themselves through the mobile app.
- Chief Minister Kamdhenu Bima Yojana will be implemented, 20 lakh cattle herders will get benefit, 750 crores will be spent
Infrastructure- Interlocking cemented road up to 1 kilometer will be built in every village, such roads will be built in 6000 villages.
- - A budget of 6500 crores will be given for the construction and repair of five major roads in each district.
- 1000 new buses will be included in the roadways fleet.
- The budget of Dang, Magra, Mewat Development Board was increased from 25-25 crores to 40-40 crores.
- City Transport Corporation will be formed on the lines of roadways for public transport in cities.
- Continuous water supply will be made available in 3133 villages through Chambal based Kalisindh scheme, Chambal-Alwar-Bharatpur project, Chambal-Sawaimadhopur project.
- Announcement of budget of 13 thousand crores for ERCP, this is 25 percent of the total project cost.
- Meeting-conclave exhibition centers will be set up for international convention in Jaipur, Udaipur, Ajmer regarding destination wedding.
- 1100 MW lignite based power plant will be set up in Barmer.
- 3 dams approved for drinking water in Udaipur.
- Another State Environment Assessment Committee will be formed at the state level for Environment Clearance (EC) in the state. This will speed up the process of taking EC.
Elderly, Social Security- Announcement to bring law for social security. Mahatma Gandhi Minimum Income Guarantee Scheme will be implemented. In this scheme, 125 days of guaranteed employment, 1000 rupees per month pension to every family if they do not get a job.
- Under the Social Security Scheme, 77 lakh people up to the age of 75 years will get a pension of at least Rs 1000 per month.
- Now the elderly will get 15 percent increment in pension every year, every year 15 percent pension will automatically increase.
- A law will be brought for the security of app-based works. An App-based Works Welfare Board will be formed. Kept a budget of 250 crores. This law will be made for the protection of app base workers. Rahul Gandhi had suggested to the CM in the meeting of Malakheda to do something for the safety of gig workers.
- - Valmiki Kosh will now be increased from 20 to 100 crores. In the next two years, 30 thousand safai karamcharis will be recruited.
Health- EWS families will also get free Chiranjeevi Yojana, that means they will not have to pay Rs.850 as insurance amount.
- Announcement to increase the amount of accident insurance to Chiranjeevi families from Rs 5 lakh to Rs 10 lakh.
- The state government will open medical colleges in Pratapgarh, Jalore, Rajsamand. After this there will be medical colleges in all the districts of Rajasthan.
Employee- CM Ashok Gehlot, referring to former US President Barack Obama, talked about implementing OPS. He said that we will not leave our employees to the mercy of the stock market.
- Employees of all boards, corporations, universities will now also get the benefit of old pension scheme. About one lakh employees will benefit from this. Till now, after 2004, about one lakh employees of open boards, corporations and universities were getting NPS instead of OPS. Now the employees of all government and board-corporations in the state will get the benefit of OPS.
- Rajasthan Part Time Contractual Service Rules will be made.
- Work charged employees will get increment and promotion, one lakh employees will get benefit after retirement.
Education- APJ Abdul Kalam Institute of Bio Technology will start in Jaipur.
- Training institute will open in Jaipur for drone study.
- Mining University will be set up in Kota.
- Skill University will be named after Lord Vishwakarma.
- 20,000 scholarship will be given to the researchers with NET-slat.
- New courses will be started to promote technical education. New ITI colleges will start.
- Under the Kalibai Bhil Scooty Scheme, 30,000 scooties will now be given every year.
- For school children, travel up to 75 kilometers will now be free.
- - Provision to provide free education to students from first to 12th under RTE. The government will pay the fees from 9th to 12th.
- Government will give school uniforms to school children next year also at a cost of 560 crores.
- 100 new primary schools will be opened, 300 schools will be promoted. All the four faculties will be available in senior schools on every block. New English medium schools will also open.
- Ved Vidyalayas will now be opened in all the districts, earlier they were opened in 16 districts, now Ved Vidyalayas will be opened in the remaining 17 districts as well.
Sportsman- 250 crore will be spent for Urban Olympics.
- Salim Durrani sports boarding schools will be opened at every divisional headquarters.
- Golf courses will be made in 5 cities including Mount Abu, Sirohi, Jodhpur.
Arts And Culture- Artists, artisans and craftsman will be given assistance of Rs 5,000 to buy tools.
- 10,000 assistance will be given to the artisan.
- Rajasthan Literature Festival will be organized, three types of awards will be given.
- There will be an international level event on art in Jaipur.
- Chief Minister Lok Kalakar Yojana will be started, in which the government will give work to folk artists for 100 days. Folk artistes will be given assistance to buy musical instruments. Fixed a budget of 100 crores.
- Peace and Harmony Center will be established to maintain peace in all communities. Rajasthan is the first state in the country.
