Opposition wants discussion on Manipur, government is also ready, then why is there ruckus?

Manipur Violence: Amidst the ongoing violence in Manipur, there is an atmosphere of anger in the whole country after the video of the brutality of the women of the Kuki community went viral. On the second day of the Monsoon session, the proceedings of the House could not go smoothly due to the discussion on this issue. Lok Sabha was first adjourned till 12 noon and again till Monday, 24 July, amid uproar by opposition MPs over the situation in Manipur. In the Rajya Sabha too, opposition MPs created ruckus and raised slogans, due to which the proceedings of the Upper House were adjourned till 2:30 pm.

What is the screw between the government and the opposition?

The opposition, adamant on the demand that Prime Minister Narendra Modi should first speak on the situation in Manipur and only then hold a discussion, is continuously demonstrating in the House. Due to the same uproar on Friday, the Lok Sabha, the lower house of the Parliament, was adjourned till July 24. In fact, this time the problem is that both the government and the opposition are saying that they want a discussion, yet the proceedings of the House are not going on. Here the screw is stuck that under which rule the discussion should be held?

Rule 267 Versus Rule 176

Actually, the opposition has the numbers in the Rajya Sabha, so it wants the discussion to be held under Rule 267. In Rule 267 there is discussion, after discussion there is answer, after answer there can be division if desired. There is provision for voting. However, the government wants the discussion to be held under Rule 176. In Rule 176, there is a time of half an hour, which is discussed, then replied to.

The opposition says that these are very sensitive things, so the issue of Manipur should be taken up after postponing the proceedings of the House. There should be a discussion on it, all political parties should be given a chance to speak. After that PM Narendra Modi should answer on this. Then after that if there is a provision for voting, then voting should take place.
