Rajasthan Legislative Assembly : The biggest gathering of the chairpersons of the country's legislative bodies, the 'All India Presiding Officers' Conference' began at the Rajasthan Legislative Assembly here on Wednesday.
The conference was inaugurated by Vice President Jagdeep Dhankhar. The inaugural program was presided over by Lok Sabha Speaker Om Birla. Rajya Sabha Deputy Chairman Harivansh, Chief Minister Ashok Gehlot, Rajasthan Legislative Assembly Speaker Dr CP Joshi and Deputy Leader of Opposition Gulab Chand Kataria were also present on the occasion.
During this two-day conference, Speakers of Legislative Assemblies and Legislative Councils from all over the country will brainstorm on harmonious relations between the G-20 and the legislature and the judiciary. Along with this, the progress made in the direction of the resolutions passed in the conferences held earlier will also be reviewed. These resolutions include uniformity in procedures and rules in different assemblies, number of meetings in legislatures and presence of members in meetings, empowerment of committee system etc.
Speakers of various assemblies from across the country are participating in this conference organized in the Rajasthan Legislative Assembly. Rajasthan has got the opportunity of this conference after 11 years. Earlier, the conference of Presiding Officers was organized in the year 2011 in Rajasthan.
The Vice President said - Why should someone else review the decisions of the Parliament?Dhankhar said- In 1973 a very wrong tradition started. In the Kesavananda Bharti case, the Supreme Court gave the idea of basic structure that the Parliament can amend the constitution, but not its basic structure. I want to tell the court with respect that I do not agree with this. House can make changes. This house should tell whether it can be done? Can Parliament be allowed to review its decision by some other institution?
Dhankhar said- When I took charge of the Chairman of Rajya Sabha, I had said that neither the executive can see the law, nor the court can interfere. If any institution invalidates the law made by the Parliament on any ground, then it will not be good for democracy. It would be difficult to say that we are a democratic country.
Birla said – Court should balance its powersLok Sabha Speaker Om Birla said – Judiciary should also follow the decorum. Judiciary is expected to use the constitutional authority given to them. At the same time, make a balance of your powers. This is what the Speakers of our Houses want.
Vice President also reprimanded the leadersVice President Jagdeep Dhankhar said that the atmosphere prevailing in Parliament and state assemblies today is very disappointing. The behavior of our elected public representatives in the Parliament and Legislative Assemblies is going down a lot. There is no option but to find a solution to this depressing environment. The public is angry with the indecent behavior of the people's representatives in the Parliament and the Legislative Assemblies. It is unacceptable that public representatives who take oath of the Constitution behave like this. People think that the elected representatives sent by us will show the way.
It seems judiciary is interfering in work: GehlotIn the conference, Rajasthan Chief Minister Ashok Gehlot said – Sometimes there are differences with the judiciary. Judiciary is interfering in our work. Privy purses were abolished by Indira Gandhi. It was quashed by the Judiciary. Later, judgments came in favor of all his decisions from nationalization of banks.
Gehlot said- I have also seen for 40 years. Sometimes the house does not work. The deadlock continues for 10-10 days. Still the pros and cons play a role together. The pros and cons talk about themselves. When 75 years have passed, the future of the country is very bright. Let us protect the constitution. Sometimes questions arise on that too. The atmosphere prevailing in the country also makes a difference to the Lok Sabha-Assembly House.
CP Joshi said – Assembly speaker is helplessSpeaker of Rajasthan Legislative Assembly, Dr. CP Joshi said- Today there are many challenges in front of parliamentary democracy. Today there is dictatorship of the executive. Meetings of the Vidhansabha Houses are decreasing, so who will make the government accountable. Assembly speaker is helpless. The speaker of the assembly is only the referee. The speaker cannot call the assembly. This work is done by the government. Unfortunately, we only run houses. There is no other power. The speaker is helpless.
