Lyapunov said that these attacks were carried out by Ukraine and North America. He claimed, “Such a high number of attacks is a sign that the collective West is fighting against Russia and the attacks have been carried out from Ukraine and Western Europe as well as North America.” Apart from this, Russian Foreign Ministry spokesperson Maria Zakharova has also accused America of using hackers to influence the electoral process.
