Manmohan Singh: The death of former Prime Minister Dr. Manmohan Singh has caused a wave of mourning across the country. After his death at the age of 92, the Government of India has announced 7 days of national mourning. During this time, the national flag has been flown at half-mast in all government offices including Rashtrapati Bhavan. Dr. Singh will be cremated with full state honors.

State mourning: Tradition and procedure

State mourning is a tradition of the country, which is observed in honor of a big leader, artist, or a person who has made a significant contribution to the nation during his lifetime. Earlier, only the President had the right to declare state mourning. He used to take this decision on the advice of the central government.

However, after the change in the rules, now the state governments also have this right. Because of this, sometimes the central and state governments declare state mourning of different duration.

What happens in state mourning?

Half-mast of the national flag:

According to the Flag Code of India, the national flag is flown at half-mast in all important government buildings and institutions during state mourning.

Cancellation of programs:

During this period, all government and formal programs are cancelled. Even entertainment related activities are banned.

Official decision:

Only essential and mandatory works are carried out during this period.

Status of holiday during state mourning

There is no provision for a government holiday when state mourning is declared. According to the notification issued by the Central Government in 1997, no holiday will be given in any school or government office during state mourning.

However, if the President or Prime Minister dies while in office, then in that case a holiday can be declared.

Duration of state mourning

There is no set limit for the period of state mourning. It depends on the severity of the situation and the national contribution of that person. For example:

7 days of mourning was observed on the death of former Prime Minister Atal Bihari Vajpayee.

At the same time, 3 days of mourning was declared on the death of former Defense Minister and socialist leader Mulayam Singh Yadav.
