G20 Summit India: All the preparations for the G-20 conference in Delhi have been completed. India has invited all the member countries to participate in the conference. The heads of most of the member countries are going to reach Delhi to participate in this conference. Instead of the heads of state of some countries, their special representatives will participate in the conference. Russian President Vladimir Putin has called Prime Minister Narendra Modi and given his clarification for not being able to attend the G-20 conference.

Chinese President Xi Jinping is also going to send his Prime Minister Li Qiang to participate in the conference. Many other countries can also send other leaders instead of their President or Prime Minister. This has been happening in every G20 conference. The President or Prime Minister of six countries could not attend the G-20 conference held in Italy in the year 2021.

The interesting thing is that neither the Russia-Ukraine war nor any other major international conference was taking place at that time. India-ASEAN conference and East Asia Summit is going to be held in Indonesia just before the G-20 conference in India. A few days ago, the BRICS conference was organized in South Africa.

If we look at the G-20 conferences held so far, a total of 17 conferences have been held since 2008, in which the conference was organized through video conferencing in the year 2020, hosted by Saudi Arabia, during the Corona pandemic. In the year 2009 and 2010, the G-20 summit was held twice in a year. Six times the heads of state of 19 countries participated in the conference while five times the President or Prime Minister of two countries remained absent in the conference.

Heads of many countries have been absent

Last year i.e. in the year 2022, during the Bali conference of Indonesia, the Prime Minister or President of three countries could not participate. India, America, Britain, Italy, Canada, Germany and South Korea are the countries which have been number one in terms of participation in the G-20 conference, that is, every time the President or Prime Minister of these countries has participated in the conference. The President of Mexico has not even participated in the G20 conference for the last three years. China, Japan, Indonesia, South Africa and France have so far been absent at the level of Head of State once.

The President of Russia sent his Foreign Minister to attend the conference on two occasions. Argentina, Australia and Brazil have also been represented twice each at their ministerial level. The worst record in this matter has been of Saudi Arabia, which sent its minister to participate in the conference 9 times, out of which once in the year 2017, a minister without a ministry was sent to participate in the conference.

Why do heads of state remain missing from the G-20 conference?

Due to the non-availability of the heads of state of the member countries on a big platform like G-20, headlines are made all over the world, but experts believe that there is nothing unique in this. Many times the heads of the member countries are unable to participate in the summit due to personal reasons or due to domestic engagements. Many heads of state have to participate in many conferences, in which case they participate in some of them and in some they are not able to participate.
