Parliament Monsoon Session / Bihar will not get the status of a special state, know the reason given by the state finance minister

The central government has made it clear in Parliament that Bihar cannot be given the status of a special state. In a written reply in the Lok Sabha on the first day of the monsoon session, Minister of State for Finance Pankaj Chaudhary said that earlier some states were given special category status by the National Development Council (NDC), but there were many grounds behind it.

Parliament Monsoon Session: The central government has made it clear in Parliament that Bihar cannot be given the status of a special state. In a written reply in the Lok Sabha on the first day of the monsoon session, Minister of State for Finance Pankaj Chaudhary said that earlier some states were given special category status by the National Development Council (NDC), but there were many grounds behind it. The special state status was given to the states by the NDC on the basis of many characteristics, which needed special consideration.

In his written reply, the Minister of State for Finance has said that the states which have been given the status of special states include hilly and difficult terrain, low population density or a large proportion of tribal population, strategic location on the borders with neighboring countries, backwardness in terms of economic and infrastructure and non-viable nature of state finances. On this basis, some states have been given the status of special states.

Inter-ministerial group report also mentioned

He further said that earlier Bihar's request for special category status was considered by an inter-ministerial group (IMG), which also submitted its report on March 30, 2012. The IMG had come to the conclusion that on the basis of the existing NDC criteria, there is no case for special category status for Bihar.

JDU leader said - Bihar will get a lot

Reactions of political parties have also come to the fore on the written reply of the government in Parliament. JDU leader Sanjay Singh said that the central government has said that Bihar cannot get special status, but Nitish Kumar has said that Bihar will get a lot from the Center in the coming days. Bihar government minister Maheshwar Hazari said that this demand of Bihar will definitely be fulfilled in the coming time. Minister Neeraj Bablu from BJP quota said that the central government has special focus on Bihar.

RJD Attacks JDU

Meanwhile, RJD MLA Alok Mehta said that JDU has always been doing politics of special status for Bihar. Now that the Center has rejected Nitish's demand, JDU leaders should resign from the Central Government. Nitish Kumar should separate from NDA.

How does one get special state status?

In the written reply of Minister of State for Finance Pankaj Chaudhary, it has been said that there are five conditions for getting the status of a special state.

  • 1. Mountainous and difficult terrain
  • 2. Low population density or large number of tribal populatio
  • 3. Important strategic position on the border with neighboring countries
  • 4. Economic backwardness and lack of basic facilities
  • 5. Unviable nature of finance in the state
In the written reply of Minister of State for Finance Pankaj Chaudhary, it has been said that the decision not to give special state status to Bihar was taken after considering the special situation of the state separately keeping in mind these five factors. Earlier, Bihar's request for special category status was considered by an Inter-Ministerial Group (IMG), which submitted its report on March 30, 2012. The IMG concluded that a case for special category status for Bihar was not made out based on the existing NDC criteria.
