President Rule In Manipur: President's rule has been imposed in Manipur. Earlier on February 9, the state's Chief Minister N. Biren Singh resigned from his post. His resignation came after nearly two years of ongoing ethnic violence in the state. He was facing criticism over various issues arising during his rule. Since his resignation, speculations of imposition of President's rule in the state had intensified.Constitutional PerspectiveUnder the Indian Constitution, there should be a maximum gap of 6 months between two meetings of the Legislative Assembly of any state. In the case of the Manipur Legislative Assembly, this period ended on Wednesday, and during this time no party or alliance claimed to form the government.Adjournment of Assembly SessionThe session of the Manipur Legislative Assembly was to begin from February 10, but it was postponed due to the resignation of Chief Minister Biren Singh. Meanwhile, preparations were underway by the Congress to bring a no-confidence motion against the Biren Singh government. However, now all political speculation has come to an end and President's rule has come into effect in the state.Effect of President's ruleAfter the imposition of President's rule, there are extensive changes in the governance of the state. The administration of the state comes under the control of the President, who entrusts the responsibility of administrative work to the Governor as his representative. Under this, the Governor carries out administrative work as per the instructions of the Central Government.Effect on law makingNormally the power to make laws in the state lies with the Legislative Assembly, but during President's rule this power goes to the Parliament. If Parliament is not in session, the President can issue ordinances. President's rule is imposed for a maximum of 6 months, but it can be extended to 3 years with the permission of the Parliament.Circumstances for imposition of President's ruleUnder Article 356 of the Constitution, President's rule is imposed in circumstances when:The state government fails to implement the provisions of the Constitution.Law and order fails completely.The government comes into minority and a stable government cannot be formed.The government fails due to corruption, rebellion, disaster or other reasons.ConclusionPresident's rule has been imposed in Manipur due to the long-running ethnic violence and political instability. This will try to bring stability in the administrative system of the state. Now all the administrative powers of the state will remain under the control of the central government, which will decide the future circumstances.
