UP Budget 2024: Uttar Pradesh Finance Minister Suresh Kumar Khanna is presenting the biggest budget so far in the Assembly. The government's focus on women, farmers and youth is visible in the budget. The Finance Minister has given many important information while presenting the budget. He said that Uttar Pradesh is achieving new heights in every field of economic-social development. We have completely rejected the narrative that Uttar Pradesh is a sick state.JusticeA provision of Rs 100 crore is proposed for the National Law University under construction in Prayagraj district. A provision of Rs 300 crore is proposed for the establishment of courts in various districts of the state. Under the pilot project, a provision of Rs 700 crore is proposed for the construction of the court complex. It has been decided to increase the Advocates Welfare Fund from Rs 200 crore to Rs 500 crore. In case of death of an advocate who is a member of Uttar Pradesh Advocate Social Fund Scheme, the maximum limit of permissible assistance has been increased from Rs 1.50 lakh to Rs 5 lakh.Women and Child DevelopmentSchemes for the all-round development of children aged between 06 months to 06 years, pregnant women and lactating mothers are being run through 1,89,796 Anganwadi centers in all 75 districts of the state. About 2 crore 6 lakh beneficiaries are being benefited from supplementary nutrition in the state. Under the Hot Cooked Meal Scheme, hot cooked food is being provided to 79.37 lakh children aged 3 to 6 years in Anganwadi centres. A provision of about Rs 5129 crore is proposed for the nutrition programme. A provision of about Rs 971 crore is proposed for payment of honorarium to Anganwadi workers and assistants. A provision of Rs 700 crore is proposed for Kanya Sumangala Scheme.LaborBy integrating Sant Ravidas Education Assistance Scheme and Meritorious Students Award Scheme, a new scheme has been made “Sant Ravidas Education Promotion Scheme”. Under this scheme, till the month of November, 2023, 1,86,270 students were benefited and an amount of approximately Rs 58 crore 46 lakh was spent. Under the Kanya Vivah Assistance Yojana, there is a provision to give an amount of Rs 55,000 to a total of 02 girls of registered laborers in case of inter-caste marriage and Rs 61,000 in inter-caste cases. Under this scheme, till the month of November, 2023, the number of beneficiary workers is 2,38,856 and an amount of approximately Rs 1302 crore has been spent. With a view to providing free quality and objective education to the children of construction workers, one Atal Residential School is being established in each division, the total construction cost of which is Rs 1267 crore. 16 Atal Residential Schools have been inaugurated by the Honorable Prime Minister. At present the academic session 2023-24 has started for class 6.RevenueA total of 3,72,039 complaints related to illegal encroachment have been received on the Anti Land Mafia Portal in the state, out of which 3,70,748 complaints have been resolved and a total of 66,872 hectares of area has been freed from illegal encroachment under the campaign. A provision of Rs 1000 crore is proposed under the Chief Minister Farmer Accident Welfare Scheme. To protect against cold wave in the state, an amount of Rs 52.79 crore has been released to the districts till January 18, 2024 for distributing blankets to destitute people and lighting bonfires at public places. A total of 6,66,870 blankets have been distributed so far by the districts. At present there are three permanent companies of the State Disaster Response Force and the process of creation of new three companies is in progress.TransportationOn the occasion of Rakshabandhan festival, women passengers of the state are being provided free travel in corporation buses. From the year 2017 to the year 2023, free travel facility has been provided to more than 1.03 crore women passengers. With the aim of providing affordable and quality travel to the bus passengers, a provision of Rs 500 crore is proposed for increasing the bus fleet. Under the Nirbhaya scheme, 50 air-conditioned pink services are being operated for women, in which panic buttons are installed in all the buses for the safety of women passengers. In case of any disaster, traveling women remain in constant touch with the dial 112 service of Uttar Pradesh Police.Forest and EnvironmentThe state government is continuously making efforts to increase greenery in the state. At present, forest cover and tree cover in Uttar Pradesh is 9.23 percent of the geographical area of the state. The target is to increase forest cover and tree cover to 15 percent by the year 2030. In the current financial year 2023-24, for the expansion of greenery in Uttar Pradesh, the work of planting 36.16 crore trees was done on a large scale in the state against the target of 35 crore. A target of planting 35 crore trees is proposed in the rainy season-2024. A provision of Rs 600 crore is proposed for social afforestation scheme. A provision of Rs 175 crore is proposed for the nursery management scheme. A provision of Rs 110 crore is proposed for the programs run under the Green India Mission. A provision of Rs 48.94 crore is proposed for Project Tiger and Project Elephant scheme. A provision of Rs 50 crore is proposed for the establishment of Kukrail Night Safari Park in Kukrail forest area located in Lucknow district.Social WelfareA provision of Rs 7377 crore is proposed for old age pension. A provision of Rs 4073 crore is proposed for maintenance grant to destitute women after the death of their husband. A provision of Rs 1862 crore is proposed for the scholarship scheme for Scheduled Caste and General Category students. Under the Chief Minister's Mass Marriage Scheme, a provision of Rs 600 crore is proposed for the daughters of poor families belonging to Scheduled Caste and General Category.Minority InterestMulti-Sectoral Development Program is implemented in all the districts of the state from the year 2022-2023. Under the programme, increasing emphasis is being laid on creation of basic facilities like education, health and drinking water. In the financial year 2022-2023, 204 projects were completed and made public utility. The project units completed in the financial year 2022-2023 include 07 Government Polytechnics, 04 ITIs, 12 Government Inter Colleges, 25 Primary Schools, 10 Upper Primary Schools, 09 Additional Class Rooms, 02 Hostels, 51 Anganwadi Centres, 03 Toilet Blocks, 02 CHCs, 02 PHC and 01 homeopathic hospital are included. A provision of Rs 220 crore is proposed for scholarship to students of minority community.Secondary educationBy the year 2024-2025, all the government secondary schools of the state will be saturated with basic facilities and smart classes and ICT will be installed in every government secondary school. A provision of Rs 516.64 crore is proposed under the Samagra Shiksha Yojana for making arrangements for the lab. A provision of Rs 200 crore is proposed for infrastructure facilities in aided non-government secondary schools. A provision of Rs 5 crore is proposed for the establishment of new government Sanskrit schools. A provision of Rs 10.46 crore is proposed for the construction of hostels and mini stadiums in government Sanskrit schools. A provision of Rs 4 crore is proposed for the operation of Sainik School, Gorakhpur.Basic EducationTo provide uniforms, sweaters, school bags, shoes, socks and stationery to the students, the purchase process is being stopped and the amount is being transferred directly to the accounts of the parents at the rate of Rs 1200 per child through DBT. A provision of Rs 650 crore and Rs 350 crore for school bags is proposed to provide free sweaters and shoes-socks to more than 2 crore students studying from class 1 to 08. The target is to provide admission to more than 2 lakh children from disadvantaged groups and weaker sections in the financial year 2024-2025, for which a provision of Rs 255 crore is proposed. Under Operation Kayakalp, a provision of Rs 1000 crore is proposed in the financial year 2024-2025. In the financial year 2023-2024, a digital library is being established at the Gram Panchayat and ward level with Rs 300 crore, for which a budget provision of Rs 498 crore is proposed in the financial year 2024-2025. 144 posts have been created for running 36 primary schools in Vantangiya villages. A provision of Rs 168 crore is proposed for distribution of free uniforms to about 30 lakh students above the poverty line.Khadi and village industriesUnder Pt. Deendayal Gramodyog Rojgar Yojana, there is a provision to provide interest subvention facility to the beneficiaries for 3 years. A provision of Rs 14 crore is proposed for the scheme. A provision of Rs 15 crore 75 lakh is proposed under Khadi and Village Industries Development and Continuous Employment Promotion Policy. A provision of Rs 11 crore 25 lakh is proposed for the Integrated Development Program of Clay Art to provide employment to the traditional artisans of clay art in the state.Handloom and textile industryThe target is to create 40,000 jobs in the textile industry in the financial year 2024-2025. Investment and employment generation will be promoted by creating new hubs of textiles in the state. There is a budget proposal of Rs 400 crore by the state government for the Atal Bihari Bajpai Powerloom Electricity Flat Rate Scheme for the upliftment of handloom weavers as well as powerloom weavers. Under PM Mega Integrated Textiles and Apparel Scheme, Mega Textile Park has been approved in Lucknow-Hardoi in an area of about 1000 acres. This park will attract investment of ten to fifteen thousand crore rupees in the textile and apparel sector, which will create approximately 1 lakh direct and 2 lakh indirect employment opportunities. A provision of Rs 200 crore is proposed for the establishment of the park.
