Rules broken in Anand Mohan's release

According to Jail Manual 464, no detainee shall be released for any reason after lock-up or on authorization orders received by fax or other electronic means. The release warrant shall not be issued by the Court after sunset and if so released, the order of release shall be executed as far as possible on the next morning. Prisoners are usually released in the morning after breakfast and as soon as possible after sunrise.

Important rule of jail manual

Apart from this, the prisoner has to submit his kit. The clothes and bedding of the released prisoners are sent for washing, after which they are again deposited in the warehouse. On the other hand, according to 466, if the date of release falls on a Sunday, then the prisoner is released a day before on Saturday. The property and clothes of the prisoners are handed over to him. Rules have been openly flouted in the release of Anand Mohan.

Bihar government secretary gave clarification

Meanwhile, Chief Secretary of Bihar Government Aamir Suhani said that all the rules have been followed to release the 27 prisoners. No one was given exemption. Apart from this, prisoners are released on 26 January, 15 August and 2 October under other regulations. After consulting the Government of India, the state government decides to release the prisoners. So far 104 such prisoners have been released from jail by giving exemption in punishment.
