This can also be a technical issue. According to Rahul's office, after the news came in the media, he was informed that passes were made for the farmers to come inside. Now the meeting is taking place in Rahul's chamber.

Protest by opposition MPs

The budget is being discussed in Parliament from today i.e. Wednesday. Opposition MPs protested before the proceedings began. Opposition MPs boycotted the Rajya Sabha alleging that states other than Bihar and Andhra Pradesh were ignored. Completely rejecting these allegations of the opposition, Finance Minister Nirmala Sitharaman said that not naming the states in the budget speech does not mean that they have been ignored.

Shortly after the proceedings of the Upper House began, Leader of Opposition Mallikarjun Kharge, referring to the budget, said that no state got anything in it. Everyone's plate was empty and two had pakodas and jalebi in their plate. He claimed that many states including Tamil Nadu, Kerala, Karnataka, Maharashtra, Punjab, Haryana, Rajasthan, Chhattisgarh, Delhi and Odisha got nothing in the budget.

Kharge alleged that the areas where the opposition party has been elected or where the public has rejected the ruling party have been ignored in the budget. Responding to Kharge's allegations, Finance Minister Sitharaman said that it is often not possible to name every state in the budget speech but it is unfair to infer that the states have been ignored.
